本文从风速概率的Ｗｅｉｂｕｌ分布出发导出了风力机起动风速Ｖｓ＝Ｃ·ＫＫ－１Ｋ，额定风速ＶＰ＝Ｃ·ＫＫ＋２Ｋ，同时给出了选风力机应遵循的原则．
Based on Weibull probability distrilution,this essay give out the calculation processes of the cut-in wind speed formula V s=C·KK-1K ,and the rated wind speed formula V P=C·KK+2K ,also explains the principle for selection of wind power plants.
