摘要
本文以中国农村土地制度变迁为主要线索,揭示市场化改革对于城乡协调发展的重要性。我们的研究显示,家庭联产承包制对农村土地市场有部分替代功能,但当农业劳动力转移规模达到一定程度时,这种有限的替代功能就难以再满足要求,而与正式土地市场缺位相关的问题就会一一浮现。正式农村土地市场和最优土地产权结构的形成,则有赖于土地产权的明晰。在现有土地制度和城乡壁垒下,中国的工业化、城市化与农业绩效之间难以形成良性循环,影响了中国城乡的协调发展。
Based on China' s rural land system change as the main clues, this paper reveals the importance of market -oriented reform for the urban and rural coordinated development. Our research shows that the household contract system replaces some functions for rural land market. However, when the size of transfer of the agricultural labor force to a certain extent, the Limited alternative functions are difficult to meet the requirements , and problems relating with the absence of formal land market will appear. The formation of rural formal land market and optimal structure of land ownership depend on clear land property rights, under the existing system and the barriers between cities and country, it is difficult to create a benign circle of China' s industrialization, urbanization and agricuhural performance, that affects China urban and rural coordinated development.
