Regarding the development of European security collaboration after World War Ⅱ, neo-realism and neo-liberalism gave different explanations either from the change of the structure of international power or from the influence of the international system. Both explanations have rational aspects, but both with shortcomings too. In fact, after World War Ⅱ, with the increasing influence of "Kantian Culture", the development of European security collaboration experienced three periods including action of basic factors, influence of constitutive variable and variable of process and formation of mutual trust and collective identity. Only then a tight security community emerged at last.
