摘要
对于在生态环境相对比较脆弱的西部地区而言,发展循环经济是打破旧有发展模式、实现资源永续利用、保护生态环境的重大战略选择。资源因素、环境因素、经济因素和政策因素等都影响着其发展的趋势、方向及进程。要通过发展循环经济实现可持续发展,需要政府、企业和社会各界的共同努力,同时也需要资金、技术以及法规、制度等软硬环境的强有力支撑。
Develop cycle economic is a greatly strategical choice which break the old developmental mode, realize the cycle utilize of resource and protect the environment of the Western area where has the frail environment comparatively. Matters of Resource, environment , economic, and policy are influencing the trend or the direction of the process. We need the mutual effort of the government;enterprises and all circles of social to realize the continual development via develop cycle economic, and the powerful support of various soft and hard environments as funds, technology, law and system as well.
