摘要
党的十六届五中全会提出了“建设社会主义新农村”的重大历史任务。一年多来,关于新农村建设的话题引起了社会各界普遍的关注,学术界展开了广泛的研究和讨论。作者结合其他学者的探讨,就社会主义新农村建设“是什么”“为什么”“干什么”等问题提出了一些粗浅看法:第一,从中国的基本国情、经济条件、经济发展和国际经验来看新农村建设,新农村建设是多重背景下的产物,而从中国这样的农业大国社会环境来看,新农村建设切实可行。第二,新农村建设具有丰富的内涵和鲜明的特征;第三,新农村建设的重大意义在于:一是扩大国内需求的必然要求;二是统筹城乡发展的重要举措;三是构建和谐社会的必要条件。第四,新农村建设的路径选择要注意把握体制性创新是新农村建设之基,优先序选择是新农村建设之端,城镇化建设是新农村建设之路,公共品供给是新农村建设之源。总之,社会主义新农村建设任重道远。
During the Frith plenary session of the 16th Central Committee of the Chinese Communist Party,the Chinese government put forward a significant historic task of "Building the New Socialist Countryside(BNSC) ". For more than a year, the discussion on how to build the socialist new countryside has attracted widespread attention and the academic circles also have carried out extensive researches and discussion. Following other scholars'studies, this paper puts forward some basic viewpoints of BNSC, that is, "what it is", "why do this" and "what to do". First, in view of Chinese fundamental realities, economic condition, economic development and international experience, BNSC is the product of multiple social backgrounds; the new countryside construction is feasible. Second, BNSC contains an abundant connotation and distinct characteristics. Third, BNSC has great significance: firstly, it can expand the aggregate domestic demand; secondly, it is an important step to balance urban and rural development; thirdly, it is the essential condition of constructing a harmonious society. Fourth, China must pay attention to choose the path of BNSC : it bases on the system innovation, and begins with choosing the priority of development. The public goods investment is the source of building the new socialist countryside, and the urbanization is a means for it. In brief, BNSC still has a long way to go.
