摘要
三口通商大臣是第二次鸦片战争后清廷为适应中外情势变化而在天津设立的一个新官职,设立于1861年底,裁撤于1870年天津教案后,期间皆由满清贵族崇厚充任。其最初职能为办理三口通商交涉事宜,并兼管天津钞关,后来又逐渐扩充到练兵、海防、制器诸项,并兼及地方政务领域,对同治年间的内政、军事、外交等均有重要影响。三口通商大臣职能的演变,是外国列强、清廷中央以及崇厚本人三方综合作用的结果。
The three-port commerce minister was a new official position established in Tianjin after the Second Opium War in order to adapt to the internal and external changing situation. It was started in 1861 and terminated after the Tianjin Missionary Case of 1870. Chong Hou, a Manqing nobleman, was always the minister. At the beginning, the minister was in charge of business and foreign affairs. Afterwards, the functions of it extended to military training, the defense of marine territory, the administration of local government and local political affairs. The evolution of the functions of the minister resulted from the joint action of foreign invaders, the central government of the Qing Dynasty and Chong Hou himself.
