摘要
民国期间的上海,一市三治。在此格局之下,租界与华界在公共卫生事业方面,既有冲突,又有合作。特别是南京政府建立之后,租界问题在上海政治中日益突出的时候,冲突占上风。这种既冲突又合作、从冲突到合作的历史,展现了在近代上海这一特殊的城市,中国与西方、传统与近代的复杂关系。
Shanghai in the Republic of China was under the governance of three governments.There were both conflicts and cooperation in dealing with public health in the concession area and the area governed by Chinese government.Conflicts dominated the political situation in Shanghai after the establishment of Nanjing KMT Government.The coexistence of conflicts and cooperation,and the change from conflicts to cooperation displayed a series of complicated relationships between China and the west,the tradition and modernity in modern Shanghai.
