中国振兴东北和俄罗斯东部大开发战略的实施,迅速推动中俄区域合作向纵深发展,它必然要求有一个新模式的出现。该文首次提出了中俄区域“伞”型合作的模式,其主要内容包括:发展以技术贸易为先导的产业合作促进中俄区域合作地区的振兴;提出了中国东北与俄罗斯东部地区多个产业合作的地方国际化产业集群的命题;提出了以中国东北与俄东部地区合作为支点向周边国家辐射的东北亚区域合作理念;提出了在互补基础上的互动合作是实现中俄区域资源优化配置的科学发展观。
The implementation of China's Northeast rejuvenation and Russia's oriental development strategy has rapidly pushed ahead the widespread and in-depth development of China-Russia regional cooperation. This is bound to necessitate the emergence of a new model. Right at this moment the article raises for the first time the new model of China-Russia regional umbrella-type cooperation.This new model proposes to develop industrial cooperation led by technical trade to promote the rejuvenation of China-Russia regional cooperation. It raises the proposition of internationalizing the industrial groups in the various industrial cooperation areas in China's Northeast and Russia's oriental regions. It sets forth the concept of Northeast Asian cooperation with China's Northeast and Russia's oriental region as the fulcrum to radiate to neighboring countries. It proposes the idea of scientific development to realize the optimum distribution of China-Russia regional resources through interactive cooperation on the basis of complementing each other's deficiencies.
