摘要
国外的歧视性政府采购理论主要有度量理论、贸易保护理论和降低采购成本理论。在吸收已有研究成果的基础上,我国应根据本国国情,进一步完善歧视性政府采购理论研究,摸清我国歧视性政府采购的实际情况,逐步开放我国政府采购市场,同时对有战略意义的新产业尽量保留歧视性政府采购。
Theory of discriminatory government procurement in the world involves measure, trade protection and reduction of purchasing costs theories. Based on the previous achievements, China should improve the theory of discriminatory government procurement according to its real situations. Opening the Chinese market of government procurement step by step, China should insist on the discriminatory government procurement in the area of new strategic industries.
