摘要
新农村建设千头万绪,农村的问题更加复杂,涉及的深层次问题更多,可能产生的振动也更大。新农村建设必须法制先行,以法制为前提和基础,明确新农村建设的目标、指导原则、主导力量、以及地方政府的责任。
New rural construction and the issue of the rural areas are too complicated and difficult to unravel, which involves many more complicated problems. To construct new socialist countryside, law system should be the first priority on the basis of which we make clear the construction target , guiding principle, leading force and responsibility taken by the local government.
