摘要
发达国家通过投资向发展中国家输出污染、实施“生态侵略”有其投资理论基础。随着中国利用外资的发展,外商通过直接投资方式将大量高污染、高消耗的产业转移到我国,影响我国的生态环境安全和经济的可持续发展。为此,应进一步完善体制政策环境,加强法制建设、依法保护和治理生态环境,发展循环经济和构建资源节约型社会。
There are some theories on developed countries exporting pollutions to developing countries, so called ＂ecological aggression＂, by investment. With the deepen of utilization of foreign direct investment, a large number of industries with heavy pollution and high resource consumption were transferred to China via foreign direct investment, which affected both China＇s ecological environment security and the sustainable development of Chinese economy. Therefore, it is necessary to further improve the policy system, strengthen legal construction, protect and father ecological environment under the law, develop cycle economy and construct resources-economized society.
