摘要
随着社会主义市场经济体制的逐步完善,教育行政职能的转变成为现阶段我们迫切需要面对和解决的问题。在由计划经济体制向市场经济体制转轨的过程中,传统的全能型、管制型政府已经明显的不能适应教育发展的实际需要,严重的阻碍了教育的健康有序发展。兴起于20世纪708、0年代的英美等国的新公共管理理论,对于西方公共部门管理尤其是政府管理的理论与实践产生了重大而深远的影响。它所强调的某些积极思想,如追求公共管理的效率和服务型目标、主张引入市场竞争来提高服务的质量和水平、要求行政权力的下放和撤退、提倡私营部门的有效管理方法以及实行绩效激励和监督评估等思想,对我国教育行政改革具有重要的理论和现实指导意义。
With the improvement of socialist market economy system, the transition of education's political function has become a key problem at present. In the transition from the planned economy system to the market economy system, the traditional versatile and control government cannot adapt to the needs of education, and seriously hindrance the healthy development of education. Emerging in the 1970s, Britain and America, this new kind of public management has significant and the profound impact on the western public department. It has its own advantages in many aspects and would be effective in guiding China' s education reform.
