摘要
该文在分析我国国家公务员制度建立有效激励机制的经济、政治、文化环境的基础上,提出建立国家公务员有效激励机制应坚持物质激励和精神激励并重、组织激励与自我激励并重、以人为本等基本原则,制定科学合理的工资制度、公务员晋升制度、考核评价制度等。
This paper suggests that we adhere to the basic principle of both material and spirit encouraging, both organization and self encouraging, putting people first, and formulate system of scientific and reasonable salary, of promotion and examination in setting up effective encouraging mechanism after analysis of economic, political and cultural situations in China.
