摘要
国土资源部将第38个“世界地球日”的宣传主题确定为“善待地球——从节约资源做起”,可见节约资源之重要意义。节约资源,不仅是经济行为,还应该是一种先进文化,要树立全民族资源危机意识和忧患意识,确立科学的资源观;但在市场经济条件下,单纯的文化、道德的约束力是很有限的,因此必须加强资源节约的制度创新;具体到国土资源管理层面上,就是要依法加强管理,实现节约、集约、高效、合理开发和利用资源。
The theme of the 38th World Earth Day is: be friedly to the earth——starting from economizing on resources.In response to this,the paper introduces some specific methods: fostering national consciousness of unexpected development and crisis of resources,establishing scientific outlook on resources while simultaneously strengthening institutional innovation,enhancing management according to the law,and finally achieving the goal of economical,intensive,high efficient,rational exploitation and utilization of resources.
