摘要
我国目前在经济适用房和廉租房等住房保障政策方面存在很大争议,焦点集中于实物补贴与货币补贴在效率、公平方面的差异。从经济学角度分析,补贴效率的高低主要与住房市场的租、售价格相关;货币补贴的社会福利虽比实物补贴更大,但由于住房市场的结构性失衡,政府应在不同发展阶段选择不同的补贴形式。
Currently, there is great controversy over Chinas policy of subsidizing economical housing for renting or buying, especially over the efficiency and fairness of the two different programs of subsidy in kind and subsidy in cash. Economically, the efficiency of the subsidy depends on the price of renting or buying housing. Though monetary subsidy is of greater social welfare, the government should adopt different forms of subsidy at different development periods owing to the structural imbalance of the housing market.
