摘要
当前我国正兴起建设服务型政府的热潮,各级地方政府都在积极进行服务型政府建设的探索和创新。但是由于理论上的不成熟以及诸多现实因素的制约,各地政府在建设实践中也存在一些困境。从政府范式转换的视角,核心是要使观念范式得以根本转型,同时要在观念范式主导下实现三大层次范式有机的整体变革,即实现观念范式的价值理念创新,规则范式的政府制度转型以及操作范式的行政方式变革。
Currently, a upsurge on constructing a service - type government is prevailing in China, all and different level local governments are trying to explore and innovate it actively. But, there is a predicament in their practices because of theoretical immaturity and other factors＇restrict. From a changing governmental pattern view angle, the essay put forward a view which core is that conception pattern must be changed thoroughly. Under this core, the whole change of three arrangement pattern could realize ： the value innovation of conception pattern, the governmental institution transformation of rule pattern and the admin- istrative fashion change of manipulate pattern.
