城市规划受政治制约,政治对城市规划的作用机制实际上在于权力和利益对城市空间和土地的处置权。权力从方向、层次和时间性三个方面影响城市规划的作用机制,城市规划进行分配与控制的目的在于平衡各种要素所形成的权力结构。城市规划的实现要依靠不同的规划师队伍站在政治的高度进行最有效的合作。
The politics influences urban planning by its disposal right of land and space, which is the key point of the political mechanism on urban planning. Political power works on urban planning from three aspects： direction, layer, and time. The assignment and control of resources by urban planning aim to balance power structure that incorporates various factors. The realization of urban planning relies on effective cooperation of planners with political power.
