摘要
在训政前期，国民党用党法规定中国是一党制度。所以，这个时期的治国方式是名副其实的直接党治。从形式上看，党和国分别有一套组织系统，它们通过中政会来联系和沟通。从实际运作来看，由于党与国舍为一体，党政之间还有其他的附属联系管道。它们是中执会、中常会和中监会。
The Kuomintang stipulated by party rules that China implement one-party system in early stage of Xunzheng. At that time,China was actually ruled by party. As far as form is concerned,the party and the country have their respective organization and they are linked up by Political Commission of the Guomintang Central Committee. As far as operation is concerned,there are other subsidiary connecting pipelines between the party and the country because they are an organic whole. These pipelines are Executive Commission of the Kuomintang Central Committee ,Standing Committee of the Central Committee and Central Supervisory Commission.
