摘要
“公地悲剧”源于公共资源的私人利用方式。公有的土地制度可以在改革传统的政府主导(或控制)型的实现方式的前提下,创造灵活多样的受益人自主组织的实现方式,以寻求土地利用的综合效应。但不管怎样,一个廉洁高效的政府对公有土地经营的监督、指导是十分重要的。
＂The Tragedy of the Commons＂ derives from the private use of public resources. The land can develop comprehensively if the government reforms to creat various and flexible methods of self-organization for beneficiaries. However, no matter what form it takes, to build a clean and efficient government is the key to improving the management of public lands.
