摘要
可持续发展所追求的利益具有全球性和久远性的特征,因而在发展取向上也具有更明显的公共品属性,这就要求政府应在可持续发展中发挥主导性作用,扮演倡导者、组织者和推动者的角色。但是,发挥主导性作用并不意味着政府应成为可持续发展的具体实施主体,其主要任务应是可持续发展与市场经济完善双重目标下的制度安排与制度创新。
Comparing with the traditional development model, The benefit pursue of sustainable development embodies more characteristics of globality and chronicity, so its development has more obvious tendency of public goods. This requests that government should exert dominant effect, and act the roles of advocate, organizer and urger. However, the exerting dominant effect does not mean that government ought to be a specific practicer, its main task should be institution arrangement and institution innovation under duple goals of sustainable development and ameliorating market economy.
