摘要
党的十六届五中全会提出了建设社会主义新农村的重大历史任务。新农村建设需要优先考虑三大问题,即“钱从哪儿来,人到哪儿去,如何管用好人和管好钱”[1]。本文着重就以上三个问题展开了分析,以便为新农村建设提供决策参考。
The 5th Plenary Session of the 16th CPC Central Committee has raised the significant history mission of constructing new countryside of socialism. ＂where the money come from, where the people should go and how to manage the people and money well＂ are the three problems which need to be solved urgently in the construction of new village. This article mainly analyses the three problems above for the purpose of providing the reference of decision--making for the construction of new village
