摘要
公共政策制定是公共政策过程的第一阶段,包括政策议程、方案规划、政策合法化等几个环节。民意和专家的参与、以及媒体的作用是公共政策制定过程中不可忽视的影响因素,对于推进公共政策制定的民主化、科学化有着重要的意义。孙志刚事件作为一个典型的引起公共政策修改制定的案例,对公共政策的制定有着重要的分析价值。
Publlc policy making is the first and the most important stage of Public policy process, including policy agency, program planning, policy legalization and so on several links. The public opinion and expert＇ s participation, as well as the media function are the noticeable influencing factors, because of the vital significance in public policy making. The case of Sun Zhi - gang has the impor- tant analysis value to the community policy formulation.
