摘要
国家与地方科技活动的不同指向,决定了它们在科技条件建设中有着不同的定位,亦即存在着分工关系:国家致力于宏观与基础层面科技条件的建设,旨在增强国家科技创新能力,地方则侧重于微观与应用性较强的科技条件的建设,主要考虑为地方经济发展服务。二者作为国家创新系统的重要组成部分,在突出不同分工的基础上,又要实现有效互补:国家平台要将地方平台基础资源部分的规划与建设纳入自己的总体框架,地方平台要实现与国家平台相关资源的有效对接,并向国家平台不能覆盖的地方延伸。
The different aim of nation and region in S&T activities determines their different orientation in S&T condition construction. That is to say, there are division relations between them. The nation applies itself to macroscopic and basic S&T condition construction and aims at building up its S&T innovation ability, while the regions prefer specific and practical S&T condition construction and mainly consider providing service to the development of provincial economy. As important parts of national innovation system (NIS), based on their division, the national S&T construction and the provincial one must cooperate effectively. That is to say, the national S&T basic condition platform (NSTBCP) must take the basic resource of provincial S&T condition platform (PSTCP) into account, and the PSTCP must be connected effectively with the relevant resource of NSTBCP, and extend to the parts that the NSTBCP can not cover.
