摘要
高药价背后实际是由于高促销费的存在,过度竞争和委托代理是其形成基础。不仅药品,其他医疗产品的高价格也是基于同样道理。医师集团对高促销费的存在发挥着更重要的影响力。指出现行的针对生产和流通领域的价格管制不仅不能有效降低价格,更不能降低医疗费用。改革的着力点应在买方,要改变一味用行政手段治理产品价格的思路。提出了一系列针对医院集团和医师集团的综合改革措施。
High promotion expense will attribute to the high price of drugs, which was caused by consigning deputy and excess competition in medical consumption. The doctor group will affect the existing of high promotion expense. Present price regulations on production and circulation domain can neither lower the price effectively, nor reduce medical expenses. The authors suggested that the policy should take both hospital group and doctors group into accounts and synthesize various measures.
