摘要
在我国城市化不断加快的背景下,以暂住人口为主体的城市过渡群体具有特殊的住房需求。由于城市住房供应结构尚不完善,过渡群体对过渡房的需求主要由城中村出租房和部分社会出租房提供。随着城中村改造的完成,过渡房需求将存在供给主体的缺失。因此,需要建立以福利性为主、部分微利性为辅的多层次、多类型的廉租公寓,通过政府主导,设立规划、建设、土地、财政等多部门联动协调的专职部门,进行多渠道筹集资金,结合城中村改造进行统筹规划、合理布局,并加强后期公共管理与服务工作。
The community staying temporarily in urban area has special residential requirement with our urbanization speeding up. Because the supply structure of urban housing is imperfect, temporary - resided population needs to rent local villagers houses or company houses. As we complete rebuilding the rural areas, there is a lack of temporary residential houses. Therefore, it needs establishing a cheap -apartment rented system by slight welfare multi- level and multi-types. By the leading of government, establish a program, construction, land, property, finance and other departments. It is necessary to collect money, and strengthen the work of social affairs and service in later period.
