需要是人的全面发展的原始动力。需要及其满足只有在一定的生产方式中才能实现。制度源于人的需要——发展的需要。因为一定的生产方式实际上是一定的规则框架。实现社会进步和人的全面发展是制度的本质和目的。在人的全面发展的历程中,制度的保障作用越来越重要。制度是构建和谐社会和促进人的全面发展的根本保障。
Need is the primary drive for human＇s all-sided development. System originates from human＇s need need for development. The realization of social progress and human＇s all-sided development are nature and goal of system. During the progression of system, the function of guarantee of system becomes increasingly important. System is the basic guarantee in building harmonious society and facilitating human＇s all-sided development.
