摘要
承民工医疗保险社会化运作面临农民工的高度地区流动性、工作单位转换频繁、农民工的双重身份和农民工特殊的医疗保险需求等的难点问题,本文在分析了这些难点问题的基础上,根据商业健康保险特点,对农民工医疗保险商业化运作的可行性进行了分析论证。认为商业健康保险不仅可以解决农民工高度流动性所带来的保险赔付的及时性问题,而且可以解决新型农村合作医疗与农民工医疗保险之间模式兼容等问题。
Socialized medical insurance for farmer labourers is faced with such difficulties as their high mobility, their frequent change of work unit, their dual identity and their special medical need. This thesis demonstrates the feasibility of commercial medical insurance for farmer labourers based on the analysis of the above-memtioned problems and features of commercial health insurance. And the conclusion is commercial health insurance can not only offer benefits in time to farmer labourers who migrate frequently, but can adapt itself to new rural medicare cooperation program.
