摘要
20世纪下半叶,国外新公共行政运动兴起,并日益成为政府绩效改革评估的标度,且取得了有效成果。反思公平性,审时度势,在国内推行政府绩效评估,对当前我国推进政府绩效改革具有至关重要的意义。
In the later half period of the 20th century, the new public administration movement rose and gradually became the index for estimating the government achievement reform and reached certain effective result. It has some important meaning for promoting the government achievement reform in our country to carry out estimating government achievements by reconsidering fairness and judging the hour and sizing up the situation.
