摘要
采用概率的方法来看待成本，制定出一条成本-概率曲线，一个成本对应一个概率。通过这条成本-概率曲线，对任意一投标人的报价都可以得到其盈亏的概率，同样确定一个盈亏概率也可得到个别承包商的“成本”。
The paper looks upon cost with the probability analysis method, draws a cost probability curve and a cost correspond to a probability. Through the curve any quoted price from a bidder can obtain a probability of the profit and loss, at the same time a probability of the profit and loss can get a cost for a special contractor.
