摘要
由于政府与公众之间长期存在着信息不对称状况,公众必然要求政府积极回应公众对公共管理信息知情权的强烈诉求。因此确立公众与政府之间共同享有信息的基本原则,确保信息渠道的开放性、内容的真实性、传达的及时性,体现公平、实现互动、反映民意,就成为当前政府构建和谐社会的基本要求。关键在于,政府要立足于服务,通过公民有序的政治参与,确保决策的民主科学,使政府的管理者和服务者的角色与社会信息呈对称的结构模式。
Since there has been a long- standing asymmetrical condition of information between the government and the public, the public makes a strong claim that the government must make a positive correspondence to the public appeal for their right of sharing information concerning public management. Therefore, it is the basic request for the government to build a harmonious society that the principle of information sharing between the public and the government should be es- tablished and every effort must be made to ensure the open channel of information, authentic contents, prompt transmis- sion, equity, interaction, and representation of the public opinion. To achieve this goal, the government must take the service for the public as its first task and ensure a scientific and democratic policy - making process through the citizens＇ sound participation in political affairs, so as to construct a symmetrical structure pattern of social information to match the government function both as the superintendent and the service provider.
