摘要
钱塘江河口水资源配置规划应在防洪潮安全的前提下,继续治理摆动的江道,开发钱塘江河口的各项资源,以满足社会经济发展的各项需求。在规划实施过程中,要注意工程建设对生态与环境的影响,同时应加强河口法制化管理,做好防洪、防台风暴潮的应急抢险预案以及预防超标准洪水和台风灾害的预案工作,确保人民群众生命财产安全。
Under the condition of safeguarding prevention of flood tide, constant harness of the wandering river courses and development of resources of estuary of the Qiantang River should be the key contents of water resources allocation plan for the estuary of the Qiangtang River, so as to satisfy needs of social and economic development. In the implementation of the plan, attention should be paid on ecological and environmental impact of engineering construction, meanwhile strengthening legal respect of estuary management, emergency plan for the defense of typhoon and strong tide, as well as plan for prevention of above-standard flood and typhoon disasters, so that safety of people＇s life and property are being secured.
