摘要
我国的就业结构与标准值之间的差距不断扩大。制度改革滞后是导致差距扩大的根本原因，农村推力有限和城市拉力不足则是导致差距扩大的直接原因。改革阻碍农村劳动力合理流动的户籍制度、土地制度，加大农村对农村劳动力转移的推力．以及城市对农村劳动力转移的拉力应作为政府促进就业结构升级工作的重点。
The gap between Chinese employment structures and the normal level become bigger and bigger. It is the essential reason that the system reform lags behind the economic development. It is the direct reason that the pushing force is limited in the rural areas and the pulling force is lack in the city. So it is the key work for Chinese government that the land system and the domiciliary register system embarrassed the labor force transfers should be reformed, and the rural pushing force and the city＇s pulling force should be enhanced.
