摘要
科技政策评估在我国开展得较少,政策评估的方法也不很完善。本文介绍了一项创新政策评估的实践,通过对鼓励企业增加技术开发经费投入的税收优惠政策的评估,分析了这一政策执行的基本状况、存在的问题及改进的建议,并就创新政策评估的方法进行了探讨。
Policy evaluation is very few conducted in our country, and the method of policy evaluation is not very perfect. This paper studies a case on technology innovation policy evaluation. Through the evaluation on the tax preferential policy of encouraging enterprises to increase their investment in research and development, this paper analyzes the basic state of the implementation, the problems and the advices of this policy. This paper also studies the methods of innovation policy evaluation.
