摘要
住宅小区供配电设施普遍存在的资产“悬置”、管理职责不明确等现象,已对供电安全和居民用电产生了消极影响,并可能引发新的社会问题。结合江苏地区此类设施在建设、运行和维护等方面的实际状况,分析了建设水平低、运行维护无法保证、更新改造难以落实、电网运营面临隐患、国有资金产生流失等问题及其产生的原因,并提出了建议。
That the phenomenon of residential areas supply and distribution facilities existing many problems has led to negative effect for power supply safety and residential pewer utilization, It also may produce social problems. The article analyzes the problems（low construction level, uncertainty of operation maintenance, difficult upgrading and reforming, hidden trouble of grid operation and out-flow of state-owned capital） and the reasons, and puts-ihrwards the suggestions combined with the status of such facilities about corn.traction, operation and maintenance in Jiangsu regions.
