摘要
公共信息知情权是指公民对于政府公共信息的了解权或知晓权。主权在民、纳税人与收税人的权利义务对等、政府信息透明度、构建和谐社会等思想是公民依法享有知情权的依据。政府要以民为本,制定和出台公共信息公开法和听证法,建设诚信政府和现代“电子政府”,用制度和法律来规范、约束政府履行公开公共信息的义务,切实保障公民知情权的实现,为我国和谐社会的构建提供和创造出最基础性的制度条件保障。
The right to know public information is the right of citizens to know or understand the government＇s public information. It is the privilege that citizens should enjoy, which is guaranteed by all countries＇ political law systems. The ideas of the sovereignty belonging to people, the right and obligation of taxpayers equaling to that of persons who collect tax, the clarity of government information and setting up harmonious society and so on are fundamental to the citizen＇s enjoying the right to know. The government should base on people, enact the law of opening the public information and the law of hearing the witnesses, develop the trustworthiness government and the modern electronic government, use the institution and law to norm, control the government fulfilling the duty of opening the public information, guarantee achieve the citizen＇s right to know practically in order to provide and create the most basal guarantees of system term for the harmonious society of our country.
