摘要
通过对非公有制林业的内涵和特点的分析,指出了非公有制林业产权保护不力、采伐限额制度的束缚制约、林地使用制度不完善和林业金融保障制度不完善等主要制度障碍,并在此基础上提出了相应对策:①加强产权保护;②改革采伐限额制度;③完善林地使用制度;④实施新型林业投资制度。
protection regulation solution is This paper unveils the major problems in forestry management system, such as failure in of non-state owned forest property fight, restriction of development by felling quota, infect of forest land application, and infect regulation in forestry finance. A set of corresponding prooosed in this paper, which covers： a） enhancement in protection of property right, b）adjustment in felling quota, c） improvement in regulation of forest land application, and d） application of a new practice in investment in forestry industry.
