摘要
从水行政管理角度分析长江流域重大水污染事件的特点以及建立长江流域重大水污染事件应急机制的必要性,初步界定长江流域重大水污染事件应急机制的内涵应包括法规体系、工作体系、信息报告体系、应急处置体系四个部分。对其中的应急机制流域立法、不同行政主体在应急机制中的关系、三峡及丹江口水库重点水域应急机制建设及应急工作体系建设等进行探讨。
The characteristics of the fatal water contamination accidents in the Yangtze valley and the necessity of setting up emergency mechanism were analyzed in terms of water administration. The connotation of the emergency mechanism was defined, including the law system, the working system, the information-reporting system, and the treatment system. Some of the key problems about emergency mechanisms were discussed, such as legislation of emergency system for the Yangtze valley, the relationships between different branches of water government in the mechanism, the emergency mechanisms in key waters such as Three Gorges and Danjiangkou Reservoir, the working system construction of the emergencv mechanisms, and so on.
