摘要
新农村建设的核心和关键是农民作为建设主体的积极性的发挥,而农民积极性的发挥取决于宪法和法律及相关政策在多大程度上保障其生存和发展的基本权利。农民基本权利的丧失,导致农民游离于政治生活之外,生产积极性受损,成为社会发展成果的最小受惠群体。只有切实保障好农民5个方面的基本权利,才能更好地促进新农村建设。
The core and key of new countryside construction are the initiative of farmers as the constructive body, which depends on the constitution and laws and relevant policies to guarantee the fundamental rights in subsisting and developing.The absence of farmers＇ fundamental fights leads to that farmers dissociate themselves from political llfe ,their labor enthusiasm is dimlnished,and become the least favored group in social development achievement. The article proposes that we can promote the new countryside construction only when we ensure farmers＇ fundamental rights in five aspects.
