摘要
指出模拟电视向数字电视整体转换后的5大目标和整体转换过程中可能遇到的4种问题，提出数字电视整体转换顺利实施的5个保障措施。
This paper presents five goals of transforming Analogue TV into Digital TV, and four possible problems during the whole project. Five protective measures of the implementation are also brought forward.
