在人类社会快速发展的进程中,各类突发性事件频繁出现。为了有效地防范和化解各种危机,必须建立公共财政应对机制。同时应采取优化调整财政支出结构、建立财政危机管理机制和长效财力保障机制、健全公共卫生财政补偿机制等措施。
In the course of human society rapidly develop, various accidents frequently occur. In order to efficiently keep away and mitigate all kinds of crisis, must set any of public financial respondent mechanism. Meanwhile, should adopt the methods for optimizing and adjusting financial payout structure, building the managerial mechanism of financial crisis and long-acting financial guarantee mechanism, and of improving the financial compensative mechanism for public hygiene and so on.
