摘要
本文对制约我国彩票业发展的体制性障碍做了分析,主要表现在部门化倾向严重、财权事权关系不明确、监管乏力以及法律保障不足等方面。对此,应改革我国现有的彩票业经营管理体制,加大监管力度,并尽快建立健全相应法律法规,保障我国彩票业的长期稳定发展。
This article analyzes the institution obstacles that hinder the development of China＇ s lottery industry. We find there are several factors such as the trend of department operation, the unclear relationship of property right and operation right, the insufficiency of supervision and the lack of professional laws and regulations. The results of the research indicate： we should reform the recent operation and management system of China＇ s lottery industry. We also have to increase the strength of supervision for it . Moreover, we have to set up and complete the laws and regulations relating to the lottery industry. Only in this way can we ensure its long - term and steady development.
