摘要
卢梭以公意为核心的人民主权论强调主权的至高无上性,否认主权的可分割性和可代表性,这种人民主权论是与代议制不相容的。实质上,代议制是实现人民主权的一种有效途径。
Lu Suo＇ s theory of people＇ s sovereignty with public will as the core stresses the supreme of the sovereignty and denies its dividability and representativeness. This kind of people＇s sovereignty is incompatible with the representative system. Actually the representative system is an effective way to realize people＇ s sovereignty.
