摘要
分析了河北省县域经济发展的现状、做法和成效,认为河北省县域经济经过多年的发展,已经取得了明显成效,各地也形成了一些行之有效的做法.为借鉴先进省份的好做法,笔者简要分析了河北省与县域经济发展较好的浙江、山东省的差距,认为河北省发展县域经济存在的7个问题:解放思想不够;经济总量少、规模小;可用土地有限;资金匮乏;产业结构不协调、发展不平衡;外向经济发展缓慢、环境不够优化;面临的人口资源压力大.提出了8条建议:撤市并县,扩大县级经济社会管理权限;培养开放型干部,加强领导班子建设;参与环渤海地区合作;培植县域特色产业和发展城市化;抓好农业结构调整;发展民营经济;走生态化发展之路;实施人才战略,提高素质,转化剩余劳动力.
The county economy of Hebei Province plays an ever-growing important role in the social and economic development. Since both the provincial Government and the Committee have deemed it an important propeller of development, an investigation on the county economy of Hebei Province is conducted to offer reference for the Government. By analyzing the current situation it is considered that the county economy of Hebei Province has achieved certain results but still has to be improved compared with those of Zhejiang and Shandong Province. Based on the comparison with the methods in those provinces, there are several main problems for the county economy of Hebei Province, namely inadequate open-up of mind, insufficient economic sum, limited land resource, lack of capital, improper industrial construction, uneven development, the lag in export-oriented economy, environmental and population pressure. Several possible solutions are also made to accelerate the development of count economy as well as to benefit the whole province＇s economy：merging counties into cities, changing the government function,joining the co-operation of the Bo Sea ring, promoting the characterized industry and urbanization,adjusting the agricultural composition, developing the private-run economy, ecological development, promoting the strategy of talent ,optimizing the extra labor force.
