《条例》对外国银行进入采取了全面开放的原则,同时又通过一些新制度规则的设计、新组织形式的创立等方式来控制外资银行全面进入中国的风险。
Besides observing the principle of all-round open- ing-up,the Regulation controls the risks of foreign banks' entry into China and protects national banks and Chinese peoples' interests by newly designed sys- tems and freshly built structures.
