摘要
从基本概念入手，界定了水资源、区域经济可持续发展、水资源永续支持的新内涵，提出了水资源永续支持区域经济发展的理论，包括区域经济可持续发展理论、水资源永续利用理论、水资源支持经济发展理论和水资源永续支持协调决策理论。在此基础上构建了水资源永续支持区域经济发展模型，并以陕北能源基地为实例，对理论和模型进行了验证。
Starting with defining the basic concepts, the connotations of the continuous use of water resources, the sustained development of regional economy, and the water resources continuous support are given. The theories of water resources continuous support to the sustained development of regional economy are presented, including those of the sustained development of regional economy, the permanent utilization of water resources, the support of water resources to economic development, and the coordinative decision of water resources continuous support. On these bases, a pattern of water’s permanent support to regional economy is established. The Energy Resources Bases in northern Shaanxi are chosen as an example to examine the established theories and pattern.
