摘要
今年以来,中央加强宏观调控,改革土地出让金的分配制度,叫停银行与地方政府合作“打捆贷款”模式,考虑在有限制的条件下,授予地方政府发行债券的权力。本文通过对地方政府债券发行的经济学基础、制度性基础及现实性基础的分析,认为在我国发行地方政府债券具有可行性,但仍需要就此对《预算法》及相关制度做出进一步的完善。
Since this year, the central governments have strengthened the macroeconomic regulation and control, They stop ＂the cooperative loan＂ which comes from the bank and local governments＇ cooperation, and reform the distributive system of the land fees from sales. Then, a new benefit gambling between central governments and the local governmentas has launched. The central governments are considering awarding the local governments the authority to distribute the bond under some limits. Through the careful analysis of the economic foundation, the institutional foundation and the realistic foundation of the local government bond distribution, the author thinks that the distribution of local government bond has the feasibility in our country, but the Budget law and the relative system about this are also should be perfected.
