社会稳定是构建和谐社会的前提。在构建和谐社会过程中,上海这座经济高速发展的特大型城市也不可避免地面临着许多困难和问题,提升城市刑事犯罪控制能力成为构建和谐社会的有力保障。为此,必须加强法制建设,施行依法治国方略;加强社会治安综合治理,促进社会稳定;有效提升公安机关驾驭社会治安局势的能力。
The social stabilization is the precondition of constructing the harmonious society. In the process of constructing the harmonious society, Shanghai, the megapolis with rapid economic development, is inevitable to be fronted with many difficulties and problems. So to enhance its abilities of controlling crimes becomes a strong assurance of constructing the harmonious society. Therefore, we must strengthen the legal construction and carry out the strategy of ruling country according to the law, strengthen the comprehensive administration of peace order to promote the social harmoniousness and stabilization, enhance the public security organs＇ abilities of controlling social order situations.
