摘要
当前招商引资成为各地政府发展地方经济的重要途径,但在压力型体制和乡镇财政困境下使得乡镇政府在这一行为中具有被动性、盲目性和自利性。结合财政困境下的乡镇改革对这一行为进行分析,指出压力型体制下的县乡(镇)政府在招商引资行为中应扮演着不同的角色。
Externel investment is no orucial for local governments. However, governmental actions tend to be passive, blind and selfish under the pressurized system, in addition to their financial difficulties. An analysis is given to illustrate the that township governments should play in investment attraction process.
