摘要
通过深入分析城市道路交通管理现况问题,按“w-s”的系统工程思想首先明确了道路交通管理内涵,并在分析决定管理功能的影响因素基础上,分类分级地构建道路交通管理功能体系,最后探讨了合理可行的施效方式,得出结论:集成化、层次化的管理模式结合垂直管理方式,对交通管理规划、设计和实践一体化、规范化具有指导意义。
Firstly, after the analysis of road traffic management, four main kinds of problems are proposed. Facing that, according to ＂Wuli-Shili＂ thought of systems engineering, the concept of road traffic management is defined clearly, and then based on analysis of factors which influence management functions, road traffic management system is constructed classifiedly, Also, advisable and feasible approach to manage is discussed. Finally, we get the conclusion that compositive and classified manage mode with vertical manage approach are beneficial for integrative and standardization process of traffic management plan, design and practice.
