摘要
人才培养和人才引进是高校人才资源集聚的两条途径。面对当前出现的“轻培养、重引进”和人才无序流动的现象,我们应该遵循“立足于培养、有选择引进、着眼于稳定”的原则,理性建构高校人才资源集聚的科学模式。
Cultivation and recruitment are two channels for higher educational institutions to attract talents. To address the present phenomenon of placing recruitment before cultivation, we must rationally construct a scientific model of talent attraction for universities in accordance with the principle of ＂focusing on cultivation, selective recruitment and ensuring stability.＂
